PanosFX has just released a nice Comic action for Photoshop and Photoshop Elements that will simplify this process in just a few mouse clicks. To boot, the action set is interactive and maintains user friendly Layer flexibility once the action is applied.
Some features include optional Halftoning, borders and ‘Talk Bubbles’.
